An Analysis of The U.N. Plan for Total Disarmament.....David Risselada

(This was an article I wrote earlier last year)

Not too long ago I wrote an article concerning the U.N. and the two different documents pertaining to their efforts to disarm American citizens. One of these documents is the U.N. Small Arms Treaty, which incidentally is being pushed for ratification. Keep in mind that President Obama, after abandoning the treaty in the summer of 2012 made it a top priority immediately following his reelection. The other document seems to be the actual enforcement vehicle and can be traced back to the Clinton Gore era. This is the Program of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light weapons in all its Aspects Plan. That is quite a name and what makes it problematic is its lack of definitions pertaining to such terms such as “illicit trade” or even the definition of small arms itself. What I would like to warn the readers of is that it is safe to assume, given the recent gun control efforts, that selling a firearm to your neighbor or passing one down to your next generation is possibly considered the illicit trade the U.N. is seeking to eradicate. I also have to point out that the U.N does not seem overly concerned with 20 F-16 fighter jets that we just provided to the Muslim brotherhood. Well, obviously F-16’s are not small arms.
One thing to remember is that there is a narrative that claims American weapons are responsible for the world’s conflicts. The U.N., being made up of third world dictators and communists intent on implementing Agenda 21 have to find a way to separate us from our guns in order to be successful.  Most of us understand that government cover ups like the botched Fast and furious operation, or the reaction to the unusually large number of mass shootings to be efforts to convince Americans of the need to give up our rights to be more secure and safe. (Didn’t someone once warn us of such foolishness?) I have a different perspective on this. While that would certainly have been the preferred reaction, they definitely were not expecting support for the second amendment to skyrocket the way it had, they are really using these events as justification for implementing the Small Arms Treaty. Events like Benghazi and Fast And Furious which both involved illegal gun running on the part of the U.S. government are being used to further develop the narrative that American guns are the world’s problem. The U.N. is acting as if there is an urgent need to stop the ownership of small arms because they claim that it is infringement on human rights. The Chinese communists have also submitted a report to the U.N. citing concerns that that our second amendment, designed to protect us from tyrannical dictators such as the Chinese, is in fact a threat to the safety of our citizens. This of course is a consequence of our government sending our production jobs to the Chinese because they now have tremendous influence over us.
Do not be deceived folks. Just because Harry Reid had removed the assault weapons ban from the senate floor does not mean it is going away. In fact, I would have to agree with other commentators that suggest it is just a diversion because there are other methods of achieving the same results, especially if you understand the Program of Action documents. All of the other gun control proposals, bills, and executive actions, are in line with U.N. expectations of fulfilling the gun grabbing schemes, particularly pertaining to trafficking and transfers.  The U.N. Program of Action has provisions that dictate all transfers of firearms are approved by government and that laws be passed which limit the trafficking of such firearms. What is the most agreed upon solution that politicians are in favor of? Universal back ground checks and the closing of the so called gun show loop holes. Our leaders are not being honest with the public when it comes to the gun show loophole because any FFL dealer at a gun show is required to do the same back ground check that would have to be done if you walked into a sporting goods store. At the same time there are no laws dictating who a private firearm owner may sell their weapons to. Someone selling to or buying from a private individual at a gun show is no different from one neighbor selling a gun to another. It is these private transfers that the U.N. considers to be illicit trade and putting a universal back ground check in place puts all firearm transfers under the authority of the government which is one of the goals of the U.N.
There is also good news to report concerning the Small Arms Treaty. As of 3 A.M. on the morning of the 24thSenator James Inhofe (R-Oklahoma) introduced an amendment to keep the U.S. out of it which passed the senate 53-46. Being from Oklahoma myself I have to say this is a relief because we were starting to worry about senators. Senator Coburn also ended his negations with Chuck Schumer over the issue of background checks.
U.N. bureaucrats are patient and are just fine with an incremental approach. In fact that has been the goal all along, to implement change in our country that we would not notice. If these provisions are ever passed into law it could be another decade before they act to implement the real agenda behind them, total confiscation. Below are some key provisions of the Program of Action that I think everyone should read.

A. Preventing, combating and eradicating the illicit trade in small arms and
light weapons in all its aspects at the national level
In implementing the Programme of Action at the national level, States, where they have
not yet done so, undertake:
1. To reaffirm the undertakings made in the Programme of Action at the national
level, including those contained in section II, paragraph 15.
2. To support the development and implementation of adequate laws, regulations
and administrative procedures to prevent, combat and eradicate the illicit trade in small
arms and light weapons in all its aspects, including diversion of small arms and light
weapons to unauthorized recipients.
3. To establish or strengthen, as appropriate, national coordination mechanisms to
improve coordination among governmental agencies, in particular among law
enforcement, national border and customs control agencies, and arms transfer licensing
authorities, to implement the Programme of Action. This should include aspects of the

illicit manufacture, control, trafficking, circulation, brokering and trade, as well as
tracing, finance, collection and destruction of small arms and light weapons.
4. To establish, designate or strengthen, as appropriate, a national point of contact to
act as liaison between States on matters relating to the implementation of the Programme
of Action and to share and update this information regularly.
5. To ensure, in line with the commitments contained in the Programme of Action,
including those relating to the assessment of applications for export authorizations, in
accordance with section II, paragraph 11 of the Programme of Action, that international
transfers of small arms and light weapons are duly authorized by Government.
6. To put in place, where they do not exist, adequate laws, regulations and
administrative procedures to exercise effective control over the production of small arms
and light weapons within their areas of jurisdiction and over the export, import, transit or
retransfer of such weapons, including by strengthening the national system of export and
import licensing and authorization, in order to prevent illegal manufacture of and illicit
trafficking in small arms and light weapons, including their diversion to unauthorized
recipients.
7. To implement effective disarmament, demobilization and reintegration
programmes, particularly in post-conflict situations, including peace agreements and
peacekeeping operations.
8. To ensure, subject to the respective constitutional and legal systems of States, that
the armed forces, police or any other body authorized to hold small arms and light
weapons establish adequate and detailed standards and procedures relating to the
management and security of their stocks of these weapons, and to ensure that such stocks
declared by competent national authorities to be surplus to requirements are clearly
identified, that programmes for the responsible disposal, preferably through destruction,
of such stocks are established and implemented and that such stocks are adequately
safeguarded until disposal.
9. To facilitate the participation and representation of women in small arms
policymaking, taking into account relevant resolutions of the Security Council and the
General Assembly, and to explore means to eliminate the negative impact of the illicit
trade in small arms and light weapons on women.
10. To address the special needs of children affected by armed conflict, in particular
the reunification with their family, their reintegration into civil society, and their
appropriate rehabilitation.
11. To increase their efforts to submit, on a biennial basis, voluntary national reports
on the implementation of the Programme of Action, using, where appropriate, the
reporting template provided by the United Nations Secretariat.
12. To encourage States to develop and implement national action plans that,

depending on needs and circumstances, identify national priorities, and to share
experiences on the design and implementation of such plans.
